Rockford's permit requirement names plumbing and electrical work explicitly, which is most of what a bathroom project actually is beneath the finishes. Relocating a fixture, adding a circuit or altering a vent all fall inside it, and residential plan review runs through the city's Construction & Development Services office. The 120-square-foot accessory-structure exemption that covers small sheds and decks has no application here. The practical consequence is that a bathroom quote which does not mention permits is either incomplete or is assuming you will pull them yourself.
